Kitchen and bathroom remodel permits in Rockland County
In Rockland County, building permits for a kitchen or bathroom remodel come from your town's building department or, for some homes inside an incorporated village, from the village. Your ZIP code and mailing address don't tell you which: a Monsey or Spring Valley mailing address can be in a village or in the town around it.
Step 1: Find out whether you're in a village
Rockland County is divided into five towns, and some homes are also inside an incorporated village, such as Spring Valley, Nyack, Suffern or Haverstraw. If your home is inside a village, start with the village; it can tell you whether it or the town handles your permit. Your property tax bill shows your town and, where applicable, your village. The New York State county page lists the county's municipalities.
Hamlets such as New City, Nanuet, Congers, Pearl River and Valley Cottage are not villages; homes there generally get permits from the town. Confirm with the town for your address.
Step 2: Contact the right building department
Use each town's official website for current contact details, forms and hours.

What usually needs a permit
Work that adds or moves plumbing, gas lines or electrical circuits, or changes walls, windows or the structure, commonly requires review by the building department. Replacing cabinets and countertops in the same place may be treated differently. Ask the official department about your complete scope before work starts; this page does not establish an exemption or approval.
Ask about application fees, required inspections and any consequences of beginning work before approval. Do not rely on a general planning guide instead of the requirements for your property.
Questions to ask the building department
- Does my project need a building permit, and which separate permits (plumbing, electrical) apply?
- What drawings and documents does the application need?
- Which inspections are required, and at what stages?
- What contractor license and insurance documentation does the department require?
- How long does review usually take right now?

Planning a renovation in Rockland County?
Spring and summer: Start design and cabinet selection before choosing a construction date. Ask the building department for your property’s jurisdiction which permits are needed and its current review times. Permit approval and supplier delivery dates vary; an early consultation is not a delivery guarantee.
Fall and winter: Discuss delivery access, snow and ice clearance, indoor material storage, dust containment, and a temporary cooking or bathing plan. Confirm product-specific temperature and humidity requirements with your installer before materials arrive.
General seasonal guidance—not a live weather forecast or a permit determination. Confirm requirements for your address and project scope.
